Groundbreaking Ceremony

After nearly a decade of planning, a crowd of more than 350 people joined Hampton Roads Transit and the City of Norfolk to celebrate another historic milestone in American public transportation with the groundbreaking of Virginia's first light rail system, The Tide. Governor Tim Kaine, Norfolk Mayor Paul Fraim, Councilman Randy Wright, congressional representatives and local officials gathered with HRT executives at Harbor Park on Saturday, December 8 for a ceremony that signaled the start of construction for an elevated portion of the system between Harbor Park and Norfolk State University.
