HRT Selects Homer Carter as Head of Operations
Homer Carter joined HRT in January 2008 and serves as the Senior Vice President of Transit Operations. Homer is responsible for overseeing bus, rail maintenance and operations activities, as well as ferry boat, paratransit and vanpooling activities. Homer has spent the majority of his professional career in public transportation, engineering and construction management. Prior to coming to HRT, Homer was Chief of Metro Link’s light rail operations for the Bi-State Development Agency (Metro St. Louis). While there, he was responsible for safely and efficiently transporting over 80,000 passengers daily. Metro Link has been recognized as one of North America’s premiere light rail properties. Prior to St. Louis, Homer was responsible for managing the day-to-day light rail operations for the Port Authority of Allegheny County in Pittsburgh, Pennsylvania. Homer has also held executive management positions in both the engineering and construction industry.
Homer received his Bachelor’s degree in American Legal Studies from Point Park University and Associates Degrees in American Labor Law and Industrial Engineering. He is a Certified Dispute Resolutions Mediator and a member of the American Arbitration Institute. Homer has also provided leadership on various rail committees for the American Public Transportation Association (APTA).
We recently had the opportunity to sit down with Homer and discuss his thoughts on The Tide light rail system. He responded, "To be on the forefront of bringing light rail to the Hampton Roads area is one of the greatest opportunities of my transit career. My goal is to help HRT seamlessly integrate the existing bus services with The Tide light rail and increase choices and mobility for the citizens of Norfolk.”
For The Tide, Homer will be actively involved in reviewing the final design, testing and start-up activities, identifying operations and maintenance personnel and training requirements, and ensuring the system is safe for passenger operations.
